Tomohiro Shibata

GU-Q Doctoral Fellow

Tomohiro Shibata is a GU-Q Doctoral Fellow for 2025-26. He is a Ph.D. candidate in the Department of Government on Georgetown University’s main campus in Washington, D.C., where he specializes in International Relations. His research focuses on international-relations theory, power politics, and international order, with projects ranging from great-power security competition to the gendered dimensions of interstate relations. His dissertation explores why rising powers so often go to war against existing powers. Before coming to Georgetown, he earned an M.A. in International Relations from the University of Chicago. He was a Rotary Scholar and received Rotary International Global Grant Scholarships.
